I think his logic was flawed from the start.
Killing your opponents was strictly forbidden in the ToP -- failure to abide by this rule made you and your entire universe subject to instant erasure. Therefore, it is possible that Toppo weakened his Hakai attacks as to not inadvertently kill his opponents/break the rules/get erased. The Hakai-balls he used during the ToP were a FAR cry from the 'true' Hakai that Beerus used to nullify Zamasu from the timestream, after all(which was very similar to Zen-Oh's erasure ability, tbh.) OR it's possible that Toppo, being a mere GoD candidate, simply cannot generate a 'true' Hakai like Beerus can.
His logic that all the Angels are immune to Zen-Oh's erasure is also flawed. It was explained in the manga that before Zen-Oh erased universes, he gave their Guide Angels a chance to withdraw from them. IOW, he purposely does not target the Angels for erasure -- this doesn't mean he *can't* erase them, however.
I DO agree(and I've always said this), that it is entirely possible that Daishinkan is actually more powerful than Zen-Oh -- essentially the Whis to Zen-Oh's Beerus. That would fall in-line with everything we've learned about the relationship between Destroyers and Angels thus far, and also hold true to the 'balance' concept that seems so prevalent in DB cosmology.
A standard Guide Angel operates at a level where they could theoretically obliterate universes with no effort whatsoever -- and Daishinkan is FAR above the Guide Angels.
Zen-Oh doesn't use Hakai energy... Or if he does, it's at a level that vastly exceeds what the GoDs can do with it. Case in point: Beerus stated that he could not kill truly immortal beings(at least the ones who have been granted immortality by the Super Dragon, like Zamasu):
