On one hand, it does make sense on some level. On the other hand, I hope it's not Daishinkan... I really want Merus to be a new/original character.
Mixed feelings.
At this point I almost feel like Merus *has* to be an Angel, given the hyper-wank that UI has been given throughout the series(ie. "a state not even a God can easily attain", etc.) It wouldn't make sense for a random mortal from the Galactic Patrol to have such extensive knowledge of UI....to the point where he can actually teach a MA expert like Goku(who has already trained with an Angel extensively, and actually tapped into UI himself) how to use it....unless Merus isn't a random mortal at all. Moreover, if Merus is able to impart knowledge to Goku that not even Whis could deliver, then him being a 'disguised' Daishinkan makes a bit more sense(because we know Daishinkan >>> Whis.)
...But if Merus ends up not being an Angel, there had better be a damn good explanation for his retardedly haxx skillset. /shrug

That would break the tradition of Angel's never directly interfering in mortal affairs. Otherwise, Whis could have ended every conflict before they started.
But if it's him, why would Moro even be a threat? The head angel should he able to one shot Moro, it's not like he's even pretending to hide his abilities.
That, for me, is the biggest question.
Even if Merus is just some random Angel, he should still be worlds beyond Moro. Then again, it doesn't appear that Merus can generate basic ki blasts or even fly on his own, so maybe there's some deeper aspect at play here..? Like, maybe taking mortal form weakens Angels or somesuch? Dunno.
I suppose Merus could also be intentionally holding back the vast majority of his power as to not draw undo attention to himself, because like you said: Angels are not supposed to directly interfere. We should know more about the depths of his power when he starts cutting loose next chapter, though.
...And I guess there's also the possibility that Merus isn't even an Angel, but like I said earlier: if he's not an Angel, I'll need a damn good explanation as to how he knows so much about UI. 😬

Wish we would have seen more of Goku/Merus training, but at least we know that Merus is currently beating the shit out of him and they are still aiming for Goku's mastery of UI.
I expect a pretty big time-jump next chapter. Vegeta apparently needs 150 days to complete his training, and Goku probably needs around the same(even though that would equate to 450 days for him since they are currently inside Merus' time chamber), so I expect the next issue to take place after their training has concluded.
There are a few theories floating around.
-That Merus is an [ex]Angel from one of the other universes.
-That Merus is actually Daishinkan in disguise.
-That Merus isn't an Angel at all and actually just has some evolved version of time-skip, and/or combat telepathy that allows him to know his opponent's moves before they make them.
