There are two options where that line is concerned.
a.) Beerus wasn't quite as strong as Boo ~75 million years ago when he sealed Elder Kaioshin inside the Sword, as has since increased his power tremendously.
b.) Toriyama completely forgot about that throwaway factoid nearly 2 decades later, when he wrote BoG.
While the former isn't out of the question, I would personally lean toward the latter considering Toriyama himself said that he doesn't remember most of the shit he wrote back then. /shrug
To explain it now without in canon contradictions, you'd basically have to go with Elder Kai lying or not knowing the full limits of Beerus' strength.
Even Frieza had no real idea and he had a few interactions with him. He basically judged it off of what King Cold said.
Though it's pretty obvious Toriyama just forgot a very minor detail.
