Oh, I thought it was supposed to say "of all time". It just says what we already know.

That's the implied meaning considering Sidious was already the most powerful Sith Lord alive well before becoming Emperor.

We know he was the most powerful sith lord alive before he became Emperor, especially since there was only 2. I thought someone was going to show me where it says he was the most powerful of all time.
