"Most powerful Sith of all" means "Most powerful of all the Sith". They're the same thing. That is a past and present statement. It makes 0 sense for it to only apply to the time period anyway, since it's literally just Vader and Palpatine that are Sith.

It is, yes. But when it makes a quote encompassing all of history, it includes every era before it. Not in future, so the episode 7 villain might still be top dog, but definitely all in the past.
For example, Vitiate's most powerful quote is categoric evidence he's better than Kun, but does not put him above Plagueis, Caedus or Sidious.

It is being reprinted under Legends banner in 2015.
Issue remains that we don't have a definitive sourcebook covering entire galactic history in great detail in which Palpatine is promoted as the most powerful Sith ever since introduction of Vitiate, and Vitiate's story continues to expand.
Believe me, I don't care which Sith is most powerful, but I have my observations. And Vitiate outguns Darths Sidious, Plagueis, and Caedus in demonstrations of power and Force ability. Only the Dark Empire incarnation of Sidious compares to Vitiate.
Also, what if Vitiate is no longer recognized as Sith? He is an enemy of both Jedi and Sith factions. The Sith label is meaningless, we focus on demonstrations of power and actions, and formulate judgment on that.

No, SWTOR Encyclopedia covers galactic history. Even the game covers galactic history and recognizes the existence of Celestials.
As for the statement in question, "the most powerful Sith Lord of all" is a vague statement that just as easily be of all time, as of all current Sith Lords. If someone would like to point out why the former is semantically impossible, go ahead.
The former, however, is just more likely. Other than Palpatine Vader was the only other Sith Lord in existence at the time, and it's common knowledge that his abilities were crippled as a result of his duel with Kenobi. Being more powerful than Vader is not an accolade for Sidious, is a given, and doesn't need to be stated.
That said its only a reprint, not a new source. Not that we need one. 💃
