None of them are just statements and all should be accepted. The Kai's know how powerful Goku and the other Z fighters are, they are the KAI'S...the all beings of the universe. They know Beerus capabilities just like Goku would know what Vegeta is capable of. The words that comes out of the Z fighters mouth are more than that, it's a description of their power level.

Question. If they sat Yamcha and Goku in a room and Goku looked at Yamcha and said "you do not have enough power in you to compete against Tien"... would this be true or would Goku be lying?
Another question. What if we sat Yamcha and Goku in a room together and Goku looked over and said Yamcha, we need to get your power level up because you do not have enough power to destroy a moon". Would Goku statement be accurate or would it be a false statement? What if he question Yamcha abilities vs a new villain. He tells Yamcha he isn't powerful enough to face a certain villain. Would this statement be false or is it a true statement?
Let's not use any form of Yamcha. Let's assume, Goku and Yamcha never met.

And when the Kai said that, it was a true statement. Goku couldn't hang with Frieza until he unlocked a hidden power that he himself didn't know about. Goku was getting work and could've died during the onset of the battle if Frieza approached the fight seriously. Don't get what you were trying to prove here. That the Kai's know what they are talking about?

Let's say it did happen (even though it didn't) 'before' Gohan unlocked his 'full/hidden potential' (I know you see where I'm going with this) then his statement was still true. Also, my statement above wasn't even about King Kai. It was mainly about Supreme and Old Kai. The see'ers of the Universe. The ones who knows all...especially about Beerus.
