Nah, the slogan is perfectly fine. You don't have to qualify every implied thing
"Black lives matter, but that doesn't mean that other lives don't matter, in fact we are saying black lives matter because police officers care less for black lives than other lives, so we are trying to change that, also criminals do kill more black people than police officers, but it seems harder to change their mind with a campaign appealing to their morals, so we focus on police officers for now, when we say lives we mean full human beings, so for example a black tree which is admittedly black, is not really covered in our efforts...."
Just doesn't fit in a hashtag.
Additionally, you don't demand that specificity from other, more stupid, slogans like "We'll make American great again" for example.
