The west and middle eastern countries are fighting and bombing ISIS ("brute force"😉, however it is not as simple as throwing more soldiers at the problem.
ISIS does have state-like structures and they are fought and opposed in the manners of traditional warfare. But the larger problem of terrorism can not be addressed in the same way. There is no Waterloo to be had against terrorists, and brute-force if not thoughtfully applied will only create more extremists willing to use terrorism to further their ideology.

Eh, I don't think all possible precautions are a good idea. Especially since our governments are so into violating our privacy already.
There needs to be a reasonable balance between freedoms of citizens (like privacy rights), dedication to decency (like in the case of Refugees) and safety from terrorism.
