Perception speed is often in proportion with muscle speed, for the vast majority of comic characters. Whether they are fast, or not.
So its the same logic applying for everyone.
One guy being able to react in a quarter of a second, would come out to a few punches per second. You know, like in reality.
One guy being able to think and react in nanoseconds, would comes out to hundreds of millions if not low billions of punches per second...provided of course, that they wouldn't die of boredom to stand around and punch for that long, seeing as a second would be a few decades to them relatively speaking at least.
What you buy or not is completely irrelevant to any discussion, anywhere. What matters is truth, and what you can prove or disprove.

I literally tried my best to show to you and other than nor in fiction, nor in real life the logic of transfering speed feats is possible.

There is some Geeks able to manage entire bases and hundreds of creatures with their hands moving at 300 action per minute in video games like Starcraft and I can guarantee you that they don't punch 300 time per minute...

That means that he has the ability to take a decision one nanosecond after receiving a stimulus.
It doesn't mean that he has the ability to take one action per nanosecond. That's literally two different things.
