I have on-panel evidence of the Soul Gem telling Rune he now has the power within him to destroy the Ultrahumans.
I have on-panel evidence of Rune saying he lost his power after Surfer blew up his IG hand.
Five pieces of on-panel statements/evidence proving Rune was empowered by the IG.

His last vestige of the power was gone. If you'd read the following arc in Curse of Rune, you'd know that the soul gem which was still attached to him was counteracting his power.
