BTW, there's no narration or statement saying Rune was cut off from the IG's power. It sounds like you're just trying to scrounge up any excuse to dismiss Surfer's feat. But that's not like you is it?

There is nothing to support that he had the power in the first place. He was just a means for the transportation as explicitly stated and was struggling to contain the gems claiming desperately that he was their master.

That doesn't seems like the one who has the power.

You realize your own scans betray you. Nemesis tells Rune with the IG he has the power to destroy the Ultrahumans. This means he did have access to the IG's powers. That, along with the fact that he froze the 616 time-stream.

Just because Rune was arguing with Nemesis about whether to stay or leave the universe isn't proof that Nemesis depowered Rune.

According to my first scan, this version of the IG was going to give Rune the ability to rule over infinite sprawl of the multiverse and feast on two realities.

But unfortunately for Rune Surfer came in and beat him.

Notice after Rune gets his IG hand blown up by Surfer, he says "My power--gone!"

^So abhi, what "power" was Rune talking about? Since according to you he wasn't empowered by the IG?

Anyways, this should put to rest abhi's obvious attempt to scrounge up any excuse to dismiss this feat.

The gems offered him unlimited power. Which was their way to lure him. As the gems later show he was just the transportation and they were commanding him while he struggled.

At the end, the gems even say that Rune is going to pay.

Heck, Black Knight cut Nemesis herself in half with an alternate Ebony Blade in the very same story arc.

I'm guessing an alternate Ebony Blade is what, above IG?
