"Fighting speed" is a common term used in the martial arts and it basically means you're able to fight fast. Hand speed is another term very commonly used in the fighting world, and it basically means being able to punch or strike (with hands) fast.
I don't need to define these because these are very common terms. If you don't know what they mean well then now you know.
If you simply want to refer to one's hand speed as in moving your hand fast from point A to point B, I'm not exactly sure what that has to do with fighting. Lots of people can move their hands fast, that's not going to help them in a fight.

I go, well it's still requires arm muslces among other things, one being fast twitch muscles. Something Ozy clearly has. Much the same elements are the same in him catching the bullet and a punch as in the use the same elements to accomplish the movement. Just different purpose for it and end results.
You go, yeah well he might be able to move his arm in a punching motion faster, but that doesn't make it a go hard punch. It would only be a weak punch at best.

From your legs to your core to your back and yes your arms, all of them work in concert to deliver the blow. Trying to punch using only arm muscles is what you call rabbit punches.
