You catch a bullet AFTER it was fired and you are a lot faster than WS in hand speed and reflexes. I don't see how WS even tags him.

Character A can move their hands faster in a fight but character B can kick far faster as well as sidestep and move torso faster. Character C can move almost as fast as the other two (hands, kicking, and torso) but can react far faster than the other two. Who can fight faster?

I never mentioned fighting speed. This thread is about who wins in a fight. Ozy can react and move his hands faster than Bucky but Bucky may or may not be able to do other stuff faster (like kick).
And If you believe that being able to move about and react in frames of time where another is COMPLETELY frozen still is not evidence towards being able to beat them in a fight then you are a troll at it's finest. It's a possibility that Ozy was using his super speed. He easily blocked their attacks passively. The action was in reference to the viewer. That means the speed in which we see them fight is possibly not the actual speed.
Ozy was holding back as well. He didn't want to kill them. He generated insane leg speed when he kicked Rorschach over 10 feet away.
