This scenario is an obvious attempt at creating a way for Deadshot to be able to win, when he normally really doesn't have one. But none the less, this still isn't cut and dry to me. Deadshot is more accurate, but he has zero feats of skill (sans a gun), strength, or durability, and Bucky has dodged more than a few bullets in his day. And if Buck closes the gap, it's a literal non-fight.

Bucky's blocked gunfire with his arm from people at closer distances but he hasn't done anything to suggest solid bullet timing which is what he would need in this scenario if Deadshot fires off first. Pretty much everyone knows this would be Bucky's fight to loose if both he and Deadshot were closer though.

The way I see it, the senario I created in the OP is the only way to make the fight remotely fair...
If I had adhered to the minimal standard conditions present in a forum fight: 100 yards starting distance, no PIS, featureless environment, standard gear only, then this becomes a spite thread against WS as Winter Soldier wouldnt have anyway to fight back...
So I gave Bucky a weapon identical to Deadshots to make it more fair...
And Bucky has never faced a being as superhumanly accurate as Deadshot...
From 100 yards, there is no way Bucky would be able to block all the shots with his arm (his arm isnt a big round shield like Captain America's)...
Deadshot could fire 3 round bursts to 4 seperate body parts on Bucky's body (with 100% accuracy) and there is no way in hell Bucky is blocking tibia/fibula/ankle shots with his arm...
In addition to this, Bucky has missed MANY shots during his movies; Deadshot has literally only missed once (and it was on purpose)...
Even with me making this fight more fair to Bucky, Deadshot still has a significant advantage here...

Based on on-screen feats, Deadshot could bounce a bullet off of Buckys arm and kill him...
How would Bucky defend against that?
I guess he'd magically know what Deadshot was attempting and block in such a manner that Deadshot couldnt achieve his goal...eh?
