Um..bucky puts his arm up and it happens to be where the person is shooting. He doesn't move it around and block each shot. He raises it and it pings off due to PIS. Same reason that machine/gatling gun fire in TWS was only directed at caps shield.

He's done it enough times that whether it's PIS or not doesn't matter, it's a valid tactic for him. However in this context it's highly unlikely it'd work. Main reason being Floyd is basically Hawkeye with guns.
If you watch the scene without the bias you have, Batman lands on him, and when Floyd spins around, he fires a shot from about as close as possible. It appears to hit his chest/neck, which would have killed him if his armor hadn't been on. The next shot would have been in his mouth, but his daughter got in the way.
