It's called Kiai. That's a martial art term, look it up. It doesn't indicate maximum (or near maximum) effort. Boxers have something similar where they expel air in short bursts every time they punch. It doesn't mean that every punch they make is at max effort.

On the other hand, Ozy is actually fighting in this thread so his strength is definitely on topic, in which case using your logic he doesn't have super strength because he didn't break NO's face with repeated punches.
