Should Superman still be considered Herald at this point? Because the years Marvel has spent appeasing the purple haired twitter Gods DC has been elevating Superman even further.

Luckily, I think there's room for what you're saying without disregarding the fact that DC is now pushing him more than they have in decades.
You can paint Superman as being a peer of other heralds, because that's the level he operates on, on average. Like a guy at work going through the motions. It's just that when he has to push himself, he's capable of reaching new heights and, as much as it pains me to say it, enters the realm of being the multiverse's greatest antibody.
Yes, he accesses different levels of power based on his mindset.
He can go from powerless [i.e. human] to normal, to OWAW etc. There's countless examples - when he was brainwashed by Darkseid, DoS, training with Mongul, OWAW, Ruin, Up, Up and Away etc. His body's power usage is variable based on his mindset. He limits everything, including minor shit like his telescopic vision.
It should be noted how rarely he's seen as above his peers...when he's actually among them in team situations. He gets the opposite of what Batman gets. Far more impressive alone than in a team book. But moments when his peers look to him when all else has failed...which are rare in canon I'm pretty sure...are awesome when done well. Those moments are seen alot in animation tho.

I think people really, REALLY underestimate just how much restraint Superman shows on a daily basis.
