We know that Superman can go from standstill to top speed in a single panel. MrMind says that top speed Superman would win 7/10 because the speed gap isn't big enough to protect Flash. So how does speed steal do anything but forestall the inevitable: Superman can hit Flash, despite Wally's superior reactions. Landing a hit is unlikely, but it will happen at some point, unless Flash can KO Supes first.

so let's say Flash needs 3 (IMP) punches to finish a kryptonians. Superman being above normal kryptonians, if we are being generous he can take 10 punches of IMP before going down. So all flash has to do is IMP him more than 10 times. when someone has their speed stolen like a statue, it's easy to land 10 punches. (I'm being generous here kryptonians physical attributes are only few notches above martians)
in the off chance Superman catches flash, flash can always do this
unlike superman, flash's attosecond feat is actually legit

It's like putting Mr Immortal vs Superman in a slugfest. Immortal keeps coming back.
