That’s because Superman has more than just speed going for him. We’ve seen multiple times of Clark using his other powers to beat his opponents.
If Wally is a 10 at his absolute best, Clark is a solid 8. Yes, Wally can and will beat Superman in a fight, but Superman will still take the majority.
Superman’s speed and other powers still allows him to track and keep up with a ship teleporting from Pluto to Earth in Red Hood in the Outlaws.
His speed still allowed to almost destroy all of creation if he weren’t stopped by Spectre.
His speed and strength still allowed him to rip Darkseid out of the Source Wall in Batman/Superman.
He just recently crossed three sectors.
I haven’t seen the scans yet, but supposedly he just beat Flash in a race. Don’t know how true that one is.
His speed and brain power still allows to fix the moon, after said moon was shattered to pieces.
Yes, Wally at his absolute best can and will beat Clark, but it will never be for a majority.

Superman is just good at farming... for a dude who is afraid of tractors, that is.
And Superman also has a healing factor via the sun, can shoot heat from his eyes, can shoot gale level winds and ice, can casually bust planets without trying, can fix universal tears, can survive the destroying of the Source Wall, can recreate the Miracle Machine, can destroy the Multiverse by just flying, can even remove beings stuck in the Source Wall, posses the same intangible ability.
The only two things you listed that Clark can’t do-post crisis and Rebirth is time traveling and lack of Speed Force dump.
