... but he's still capable of being brutal and - in rare cases - even killing when the situation calls for it.

Correct.
Captain America #157 is when Cap gets poisoned by the male Viper, drinks the antidote, but the side-effect is significant strength increase.
Avengers #113 was released a good few months later, but Cap is still boasting about his super-strength there.
I'm not sure when the effect wore off.
