You can make an argument for and against any of these characters.
HULK
Hulk IS overrated, because he has a fairly limited power set and thus less options in a fight. But writers have to back him, because he is one of Marvels big three and sells books. So they dumb other characters down, so that Hulk can actually compete with them. Certain characters forget about their speed, forget that they can fly and forget that they can manipulate energy.
Hulk IS NOT overrated, because he is time and time again established as a teambuster, who requires more than just one herald to stop him, when he is on a rampage.
Hulk has been deemed an omega level threat alongside characters like Sentry and Phoenix by Reed Richards. And omega level threats are usually characters with vast unlimited potential. Others omega level threats were Matthew Malloy and a Phoenix Powered Emma Frost. They're all easily +trans level.
THOR
Thor IS overrated, because he automatically gets a lot of credit for wielding Mjolnir... but he is as unimaginative as it gets with it. Or at least he has become that way. Classic Thor was far more creative with Mjolnirs magic. Nowdays he just uses it to smite fools in the head. Thor could end many fights much easier and much faster, if he fought properly. But he prefers to brawl.
Thor IS NOT overrated, because when everyone else fails, he somehow still edges it out. He has been shown to hurt and defeat Skyfather level beings, when going all out. With his lightning he has hurt insanely powerful characters – characters multiple tiers above him. So when he stops holding back and goes all out, Thor is a force of nature. But when he holds back and brawls, he crawls.
SILVER SURFER
Silver Surfer is in my opinion weaker than Thor. I believe that Thor is the most powerful herald in Marvel comics with Silver Surfer being a close second. Silver Surfers track record against Thor isn't the best. Silver Surfer has a lot of versatility and some crazy space cheese feats, but with versatility power can't fall behind. And I believe that high end heralds can deal with Silver Surfers power. Yeah, Silver Surfer can trap you in his board, but I wouldn't be surprised, if Thor Mjolnir-smacked his way out of that surfboard dimension and then proceeded to smack Silver Surfer across the planet.
Silver Surfer IS NOT overrated, because what holds him back big time is his pacifism. If he fought to the best of his ability and while bloodlusted, he would still be insanely hard to deal with. Would he be an omega level threat? Eh, I'm not really seeing it. But he would be a dangerous high herald and it would require at least 2 other high heralds to take him down. Even if he lacks power, he has the versatility.
Yeah, he can open black holes next to your face, but is someone like Hyperion going to care about that? Hyperion has survived the explosion of two universes.
IRON MAN
Iron Man IS overrated, when you put him next to high heralds. Thor has slapped Iron Man out of his armor. So has Hulk. Silver Surfer could do the same.
Iron Man IS NOT overrated, when you look at what he has been able to do as a regular human. His technology and weapons are almost unmatched. Given enough time he will come with a solution and a toy to annoy high heralds, even if it's just a brief while. The fact that he can do it in the first place, is still very impressive.
So far it's been Hulk.

Was getting his arse kicked by Thor during Ragnarok and needed help from Grandmaster to win.
He was absolutley punked by Thanos, to the point that he became a litt scaredy cat. He didnt even get him back during Endgame. Not even a lick in or two. Smh...
For all the hype he got early on, he really hasnt done much. They wasted hime during Infinity War and Endgame.
And yeah IF. What a shiet character in MCU and what a shietshow that was on Netflix.
