Yes, he does it most of the time... But if we're using the highest-of-high feats for Flash, then fingerless IT should also be on the table for Goku.

Actually he does. For Goku to teleport far away, he needs to lock on a Ki signature.
The reason he didn’t need it against Cell, was because Cell was right in front of him, and he could sense his presence.
Anytime Goku has use IT to teleport far away, the two fingers is his way to lock on the signature, and to concentrate. Go back and see Goku running away from Kid Buu’s Earth destroyer.

Just like how he chants "KA... ME... HA... ME... HAAAAA!!!!" before firing the blast, or how Krillin says "Destructo Disk!!!" before hurling one. Calling out the name of an attack before you launch it is not a strict prerequisite(ki is channeled by focusing your power, not by saying words), but if things like that weren't written/dubbed in, we'd often have no clue what abilities were being used.

So again: if we're assuming that Flash is operating at "I can run faster than instantaneous" levels here, then surely Goku(who has already locked onto a ki signature at the onset of this race, per Alberto) should be able to use finglerless IT as well, considering he has actually done so in the past..?

👆 personally I would say he should be able to do with without fingering himself, as we're using high feats all around.
