It's just a visual cue so that fans know what technique Goku is about to use.Just like how he chants "KA... ME... HA... ME... HAAAAA!!!!" before firing the blast, or how Krillin says "Destructo Disk!!!" before hurling one. Calling out the name of an attack before you launch it is not a strict prerequisite(ki is channeled by focusing your power, not by saying words), but if things like that weren't written/dubbed in, we'd often have no clue what abilities were being used.

No, it helps him to concentrate on far away targets. Kid Buu proves that Goku needs to concentrate on far away targets to IT. Without it, he can’t perform the ability. That’s why Kabito Kai has to teleport to Earth to save them before the planet exploded.
