You say that a 'missed attack' would still hit Fantomex - but you assume that Goku gets an attack off in the first place. But what if Goku only thinks he did an attack? The misdirection could have been happening from the very instant the fight starts - IOW, nothing Goku does is certain. He THINKS he's doing a massive blast, but in reality Fantomex is shrinking him to nothingness. Or he's just standing there, trapped in an illusion.
No way Goku tanked a blast more powerful than Jamie Braddock, btw. No way.

Dragon Ball characters can annihilate anything in their vicinity just by powering-up, lol.
Misdirection is an overpowered ability for certain. But it won't save Fantomex if Goku uses an omnidirectional ki attack or even an omnidirectional Kiai-Hō, which would still be deadly to metas like Charlie.
Imagine how overpowered Saiyans are, if someone like Abhi admits Superman would get brutally sodomized by Goku before he even learned the first SSJ transformation.
And Abhi believes Superman is real, exists on all planes of existence at the same time and saves his country from China on a daily basis.

Yeah, it all boils down to whether we believe Fantomex needs time/reactions to do his misdirect. Sometimes he does (as I said), sometimes he doesn't.
But to satisfy the challenge laid down by Carver, he is the weakest I believe could beat Goku. Stomp him clearly 10/10? That's up for debate, sure.

Like I said, sometimes it needs to be activated, sometimes it doesn't, writers leave it vague.
He was not koed though. Hurt but not koed. He's been punched, kicked, stabbed, etc... how is it always active if he is being crushed by opponents?
