Characters not always using every power they have in the optimum way is pretty much the definition of PIS. Otherwise most Flash, Silver Surfer, Doctor Fate, and Doctor Strange comics would be over in 1 or 2 panels.

If the ability is only showed once or twice and thr character have thousands of comics, it's an outlier.
