Surfer fighting like a moron is just comicbook stupidity at its best; he does the exact same thing when fighting Thanos...
Surfer is one of those characters that, based on his powerset, really has no reason to infight against anyone...
He can fly at ftl speed, has weakness detection, can create black holes, and has excellent matter/energy manip...he should be a ranged nightmare against most foes....based purely on what we know he can do, IMHO, he should be capable of atleast stalemating (if not out right defeating) Thanos.
Thanos should not be able to come within 10 miles of Surfer; Surfer should be able to bombard Thanos with his extremely versatile powerset from a safe distance until Thanos either falls or both of them prove to be incapable of doing any lasting harm against the other (resulting in the stalemate)...
With CIS/PIS off Surfer should be competing at the Trans Tier; he should be a lesser version of the Runner...

Surfer when written well should be at least trans level. Making him ignore his abilities that he used BEFORE isn't evidence against that.

These are basic things that make Surfer at least a trans.
But Surfer is so powerful that writers MUST ignore what he can do to create plot.
