he doesn't, which is the problem. he could easily do so, yet unless you get a mystique esque situation, he's the same old bobby. he's as he usually is, some girl messes with him, he gets pissed, uses his powers properly, the reverts back to his old ways. its a cycle that he needs to break.
and people like storm are also above most x-men, yet the writers give credit where credit is due (sometimes more than the character deserves). it shouldnt be any different for bobby...

it isn't consistent operation, though, which is what i'm talking about...
most of manifest destiny, until he woke the hell up.
most of the adjectiveless x-men from the reboot after morrison left.
most of the last five or six years of uncanny, really. actually no, since 2001.
it isn't anything in particular, its just a general disappointment with him. bobby used to be one of my favourite x-men, and everytime i see him, it's just... underwhelming, i guess...
he's a lot better than he used to be. i'm not denying that... i just... there should be more...
I'm not sure if you're saying he doesn't have the power to display, or he doesn't display the powers he has, because in most of the cases you are talking about it seems like the latter.
Most times Bobby takes a backseat and doesn't actually do anything, not that he hasn't shown the power to do something, they just don't have him actually do it.
