Dooku had to recruit Jango Fett to make the Clone Army and then form the CIS. Sidious and Dooku barely had any contact with one another face to face.

You forget that Obi-Wan stopped using form Iv due to the lack of defense and went to form III and it clearly says that form V is a more aggressive version of form III or something like that.

Yoda used form IV
Dooku used form II but before that it could have been IV
Qui-Gon used form IV
Obi-Wan used form IV but changed to form III
Anakin used form V which was the offensive form of form III

If Dooku did train to use form II his entire life, Qui-Gon would have known how to use it in TPM since Dooku was Qui-Gon's master and he wouldn't teach him how to use a form he didn't know. That would be like an English teacher trying to teach Math.

Dooku defeated Mace before TPM without form II and now that he perfected it which is best used in lightsaber he would defeat Mace in ROTS. Mace defeated Sidious so Dooku would clearly defeat Sidious.

Dooku's master was Thame Cerulian but he had a better relationship with Yoda and Dooku must have picked up Yoda's tech. or Thame could have been a form IV user. No info on Thame could have been found so if anyone has anything I would like to see it.
