Dooku didn't start using form II for some time because Qui-Gon was using form IV and he most likely got it from Dooku who most likely got it from his master or Yoda. Obi-Wan was using form IV showing that he copied his master's form and Qui-Gon most likely learnt it from Count Dooku and it takes over 10-15 years to train a padawan.

Since Obi-Wan was perfecting form III during TPM and ATOC he wouldn't have taught it to Anakin.
Yoda used form IV
Dooku used form II but before that it could have been IV
Qui-Gon used form IV
Obi-Wan used form IV but changed to form III
Anakin used form V which was the offensive form of form III

If Dooku did train to use form II his entire life, Qui-Gon would have known how to use it in TPM since Dooku was Qui-Gon's master and he wouldn't teach him how to use a form he didn't know. That would be like an English teacher trying to teach Math.

Dooku's master was Thame Cerulian but he had a better relationship with Yoda and Dooku must have picked up Yoda's tech. or Thame could have been a form IV user. No info on Thame could have been found so if anyone has anything I would like to see it.
Then why the hell does Yoda call him his padawan?
