You missed the point. Makashi is the 'ultimate refinement in lightsaber-to-lightsaber combat', therfore by its very nature it will be more effective in a duel than the other forms. How does it help? Well last time I checked, Palpatine wasn't the undisputed Makashi master. Palpatine did not have 6 decades of training under the guidance of the greatest Jedi in history. Palpatine had not mastered and refined the ultimate duelling form.
Though, these advantages still wouldn't give Tyranus the win. But I never claimed they would.
According to the official databank and the Power of the Jedi sourcebook, Mace Windu was praised and held in extremely high regard for his swordsmanship; it was stated, though, that only two Jedi had ever defeated him in combat: Yoda and Count Dooku. The narrator of Dark Rendezvous mentions that Windu would have been his equal on neutral ground. So, yes, Dooku does compare to Windu. In fact, he might be the more skilled duelist in addition to clearly being the superior master of the Force.
Does that mean that he would win a saber engagement? No. Windu's strength lies in more than just his "high end mastery of multiple forms" -- his mastery of the shatterpoint charism and the vaunted state of mind of Vaapad would enable him to defeat Dooku the same way he defeated Dooku's more powerful master.
