It is simple, actually. Peak human in fact refers to body condition. But there is also body mass and (in case of peak human constitution) proportional muscle mass.
So, two men can be both peak humans, but if 1 of them has more body mass, he is stronger. And more durable, possibly.
That's why there is no contradiction in Fisk being stronger then Rogers, even if they both are "peaks".
I think it would be similar to the cross overs.
They both acknowledge each other's skill and they have a mutual respect, but if their was no way out without a fight; Cap would win in my opinion. Not by a landslide, though. But eventually. But if nothing was at stake, it would be too close to 50/50 to call. And it'd be more than likely settled with a talk.

for example, by looking at batman's style he uses ninjutsu first and foremost, judo, and krav maga. wolverine uses some ninjutsu, his unique blade fighting technique (blades out), and some kenjutsu.
captain america sticks with judo, his own creation of synthisizing expert acrobatics with kickboxing, his unique shield fighting art, and american boxing. dd uses ninjutsu almost exclusivly, but classically he had a mixture of boxing and ninjutsu, but the later increased to the pion where it is his dominant form.
it's the job you do that governs what art is used in a specific scenario.
