Last I checked, Cap was still rated as a 7 and you might want to check the definition of adept and master....because they both mean highly skilled.
Cap's been downgraded in handbooks, true, but there is still the Baron Zemo fight in which he stated he's been an adept of every fighting form known to man. And actual panels from the canon issues are what is being used on this message board.

You're right. Shang knocking around Wolverine during a training session isn't nearly as impressive as Danny narrowly losing a sparring match where he was holding back more then Wolverine was. 😛 (Even discounting their personal estimates on the what level of dial they were using, most of Danny's stats are active, while Logan's are passive, so there's a disparity on how much each could hold back..)
