Bats may well be peak human by todays standard, but Cap is more than peak-now he's like..PEAK-THEN, he is what human evolution will try to make all humans like - the perfect Man (physically) he is above todays peak human (Bats) and thus wins this battle 9/10 save 1 good temple strike bats is capable of getting.

and smarter, mm maybe science smarter..but battle smarter? Tactics smarter?

Captain is a superhuman, he achieved such abilities after taking an enhancement drug (Super Soldier serum). So we shouldn't count it as a 'human' feat.
And do you think Cap has half the brains of the Bats? Absolutely NO.
BTW who was the one who able to evade a sniper shot?

Tactics are not the same as Prep.
Tactics are whats required to win a spur of the moment skirmish, like this forum battle, the ability to think on the fly.

I think your underestimating just how smart cap is, when he throws his shield and it comes back to him....it doesn't happen because the shields magic. It happens because he plans it that way. Cap is a genius on the battlefield. There's a reason why he was leader of the Avengers for so long. You should read the comic of spiderman fighting Cap in Civil war. I think thats the best single issue comic I've ever read. The whole time spiderman talk about how great Cap is and finds out what a good fighter cap is too. H2H Cap wins big

Maybe when it comes to fields of education like Science and such your right. But when it comes to battle strategy and combat no. Cap is know to be a military "genius" and both Reed Richards and Tony Starks have acknowledged Cap is the greater leader.
Plus Cap's mind is enhanced by the serum unlike Batman at that.

Intelligence : Batman wins
Strategy : Batman wins slightly (He has outsmarted Karate Kid in combat who is a supposed level 15 fighter while bats is only level 12)
Acrobatics : More or less Equal, leaning more towards Cap
Fighting skills : Batman wins slightly
Agility : Captain America wins slightly
Reflexes : More or less equal, leaning more towards Cap I think(both can catch arrows)
Endurance : Captain America wins by far (Batman has good endurance but Cap can last far longer)
Both are at peak human condition, but Captain America is slightly above Batman in most areas, although I don't think it will make a difference. Batman is definitely the better fighter, but Cap is right on his heels.
My verdict : Anyone could take this with a lucky punch (Think of the time Lennox got Ko'd by an inferior boxer because he landed a lucky punch), but if the fight draws out like it most likely will, Captain America would take it, because Batman will simply tire long before him. Captain America will have taken a lot of damage though.
I reckon cap will win 6 to 7 out of 10, but Batman can beat him, if he gets lucky.

Your strategy comment is...interesting. A level 15 fighter is just that: a great fighter. He's not necessarily a great *thinker*. Batman's outsmarting Karate Kid has more to do with Batman's ability as a *thinker* moreso than it does as a fighter.
As battle strategists Batman and Captain America should be a wash.
Like Batman with his infamous prep time, Cap's thing is he "always finds a way." Then in JLA vs Avengers Batman even acknowledged that, with time, Cap just might be his superior (as you noted). However...each move one did, the other parried perfectly. That's to be expected.
Juk3n, in the DC universe superman listed all the fighters in a fighting class. When Batman last fought karate kid he noted how superman listed kk as class 15 and him only as class 12 and how he is going to prove superman wrong. Also, in that fight Batman was having his ass handed to him, but he outsmarted KK (kind of in desperation), not using his belt, or hiding behind a rock, but with actual martial arts stances - KK thought bats was injured and came in for the kill, only to have a can of whoopass opened on him. Having said that, Batman always gets his ass handed to him by KK. Anyway, I still think Batman is the better strategist because of his intelligence, but yeah, Cap will win.
Never, I've got the crossover that you are talking about. Bit weird that one - Superman beating Thor !?! But I fully agree with what Batman told Cap. I never got the followup of that comic :-( Would so love to see what happens in the next issue....
