Attacking an opponent's lightsaber is one of the hallmarks of a Makashi practisioner, and a completely valid duelling technique. Grabbing hold of someone while you're supposed to be duelling (which means fighting with
blades is neither honorable nor constitutes 'outduelling' them.

Dooku never used lightning in his duels (when he was actually duelling) He took Anakin down with Force lightning before he even reached him. He tried to use lightning on Obi-Wan, but he then grounded it on his lightsaber. Dooku then started fighting with his lightsaber (and did not use the Force again, untill he pushed Anakin away from him (having severed his arm while they were duelling) The same occurred during his confrontation with Master Yoda. Once they 'crossed swords', Dooku did not use Force lightning.
Palpatine only used lightning after Mace kicked him in the face (A physical attack as against codes of duelling as Anakin's grabbing of Dooku's arms)
