Wanda is a Universal Power,

Its a such a shame that Heather flat out states that it was the WORLD that Scarlet Witch warped therefore revealing to us the context with which she was using the term "Earth 616". Here Heather is beyond reality, using her multiversal scanners and she doesnt refer to how Scarlet Witch warped the universe, or the reality of 616. She refers to how it was EARTH 616 and it was the WORLD.
This is in line with Romas comments that it was a GLOBAL alteration.
On top of that, in the What If series, it features the Watcher of 616 chronicling events across the multiverse which diverge from 616.
In the recent What If featuring the Disassembled Avengers, the Beast spearheads a plan to stop Wandas rampage. In this reality, she is defeated before she gets to say "No More mutants". At the end, when she is killed (along with Cap America who had secretly lost his mind and was in on the whole thing) Dr Strange uses the eye of Agamotto to scan all other realities to see what could have been if Beast hadnt intervened:
If Beast hadnt intervened, then Wandas rampage would have come to an end without the need for Wanda or Caps death (and therefore would have been in line with what happened in 616)
The key points are that the Eye Of Agamotto, (which scans across the multiverse) discovers that
a) in all other(other than this "What If" therefore including 616) realities it was just a peaceful WORLD that Pietro convinced Wanda to create.
b) In all other realities her subsequent reality warping just ridded the world of the mutant gene
c) In all other realities, the transformations were GLOBAL

So to sum it up. I have the omniversal guardian Roma stating that Wandas changes were GLOBAL
I have Heather scanning the multiverse and stating that the interference she had reading the 616 reality was caused by Wanda warping the WORLD
You have the Eye of Agamotto scanning across the multiverse and determining that in all other realities the Scarlet Witch JUST warped the world to create House of M and that ALL her changes in ALL other realities were GLOBAL.

The world reality is ambiguous. It can mean a specific facet of reality or it can mean all reality.
If on panel Jean Grey is stated to have telekinetically manipulated water, without any other references(other statements and/or artistic depiction) the statement could mean all water or it could a glass of the stuff. The term is ambiguous.
However with the Wanda situation, all she is shown on panel directly warping and turning into House of M is the planet Earth of 616.
Yes her warping of this planet proves to be a catalyst and sets off the chaos wave, however this chaos wave is something controlled, generated and maintained by Wanda. Its just something she unknowingly set loose.
Its like Storm filling up a dam with water and then flying off not realising she sfilled it up too much and too quickly therefore causing a crack in the dam. The water eventually spills through the crack and the flood of water causes damage across the surroundings. Storm never controlled or maintained that destruction. She merely was responsible for it. It wasnt a feat of power.
The Chaos Wave was caused by Wanda unknowingly causing a crack in the dimensional wall of reality when she brought about House of M.
Hence Romas line:

Wandas feat of power was warping the earth. One of the consequences of that action which Wanda was INDIRECTLY responsible for was the Chaos Wave.
Wanda is only shown warping the reality of Earth 616. She warps the planet. This point is stated by Roma, is discovered by the multiversal scanners of the Crystal Palace in Exiles, is discovered by the Eye Of Agamotto. Its conclusive.
All the evidence presented in this thread about Wanda is based on ambiguous phrases and not direct statements proving the point.E.g Wanda warped the reality of 616 is ambiguous. Just warping the Earth fits in with that description.
Massive consequences such as cracks forming in realities doesnt then equate to a directly massive feat. For example my direct feat could be a shout, the massive consequences could be the avalanche.
The Chaos Wave being called Wandas reality warp doesnt mean she maintained and directly generated and controlled it. Its an ambiguous statement. Could just mean she was responsible for it. By reading the comics and seeing whats stated you'll know she didnt directly create it. She indirectly brought it about without knowing.
