There is more than one Lightsaber Instructor in the order PK, ergo it wouldn't be required that the chief LI had to have mastered every single form, as the other saber instructors could teach the forms that the CLI didn't know.

I have NEVER said Cin didn't master all the forms, Prodigal; I've said time and time again DOOKU didn't master all the froms. Please don't put words in my mouth.
