Obi-Wan stated that Cin was his instructo which means instructors work with other Jedi in techniques. So if Cin Drallig doesn't know all forms how can he work with certain Jedi. I mean, there are many unorthodox Jedi.

There is more than one Lightsaber Instructor in the order PK, ergo it wouldn't be required that the chief LI had to have mastered every single form, as the other saber instructors could teach the forms that the CLI didn't know.

In the Jedi world, the form known as Juyo (numbered VII) was an oddity for millennia. Abandoned for many generations of Jedi, Jedi Master Mace Windu later created his Vaapad fighting style to replace Juyo as the 7th Jedi form. The most challenging and demanding of all forms, Form VII requires intense focus, high levels of skill, and mastery of other forms. [21]

1. If you're referring to what LS said earlier, it says 'mastery of other forms', not 'mastery of every other form'.

Cin and Dooku were both Battlemasters, and in the same period as well.
