Surfer missed on his own. Thanos reacted to him as he zoomed by, lifting his head up and around. If anything is a superspeed reaction feat, it's that, since Surfer going at those vast speeds still was not very far away by the time Thanos turned his head up and around.

Superman frame attacks him. In the first frame they are standing the instant before the bell. In the next frame the bell rings. In third frame Thanos head is reeling back from a Superman punch.
There is basically no time elapse between the second frame and the third. Thus Thanos can't respond.
This is a slight exaggeration but very close to the truth of how the fight would start.

Flash can amp his reflexes, still doesn't give him the ability to know his opponent's next move before it happens.
