Cap will 'find a way to win'. reed 'will create something', Superman will 'pull a plot device out of thin air', Thor will 'look ridiculous' forsooth etc.These are as important as powersets and govern the powersets and outcomes.
no, they don't. writer opinion governs what happens. thats why people like mcduffie can write jla and fraction can write x-men.
we go by the personality and the powerset of the characters. we don't give them the advantages some writers would, because we know some writers won't.
