Actually I'm not being sarcastic. Villians have to lose, therefore they will lose, therefore even if they possess/gain obscene amounts of power they'll lose, therefore they get played down.
Does Storm's power get used to its fullest? No, IMO very few writers have used her powers to their potential (I think Claremont went hella over boad though).
Her winds have not deflected projectiles that have sustained momentum over a very small area. Magneto will have the first shot so Storm will at best be getting her winds into form to save herself. Magneto has first strike and far more lethality in his attack.
Storm has to maintain a massive wall of pressure or wind to survive. Magneto just has to keep pushing on a small bit of metal.

You're scenario only works if she's remains on the defensive.
'He's pushing metal against my dome", *storm thinks*, a torando is on Mags in a spit second straining his powers. The Metal is now gone and Storm is now in control.
Lest we also forget that she can push BACK with her dome, hence she punched through the rock and Ice.
She can also mingle electromagnetic AND air attacks, Siena Blaze anyone??
