According to Spectre you mean and it seemed fairly obvious he wasn't sure what was happening.

I like the option where there was a war in heaven and evil won, ya know, like they've been saying all along. And so it means Darkseid's pulling Spectre's strings, not God.

Or, to answer your direct question -- no, Darkseid is not more powerful than Spectre; but Darkseid answers to no one, and Spectre works for an employer who, shall we say, doesn't share the full picture with the "help."
