It could mean the submarine was destroyed, it could mean that Gouki's power for the attack intercepted the radio lines, but being dragged to the surface, without anything that even suggests it was "dragged" to the surface? Thats just added story, you even see Gouki out of the water with no submarine.

Submarines arent shaped like that, thats the shape of the sunken ship.
Sure, there have been many times in fiction where if a person has enough power and is about to launch a power attack, they produce electricity and/or enough power to interfere with radio.
Its a lot better then assuming a submarine is dragged to the surface when their is absolutely no basis that even suggests that, and you even see only the ship at the surface.

I thought it was you who first claimed that he went under it
It couldve been alot of reasons, but assuming that it was destroyed and dragged to the surface is quite far fetched, it merely could've been damaged by being to close to the ship
... You can see the damn ship in the picture, its shaped as a SHIP, and its ONLY the ship.

In Akuma's ending descriptions, it does say that the Submarine was destroyed in the attack because it was too close to the wreckage when it went up, caused by a concussion wave started by the kick.
