He has no knowledge of New York City's geography anymore. He has no hideouts. No supplies. No accounts. No connections. And if anybody knows about abandoned warehouses in New York City... it's Punisher. He uses them all the time.
How's he gonna transport that stuff around even? Shopping cart? Car obviously. So now he has to hijack a car. And without access to any garages or chop shops, he'd have to change the plates on his own in some back alley and find ways to fill up gas without drawing attention. of course, I guess the first thing he'd have to do is mug a woman with a wig to undo his appearance...
Seriously, Joker has little to no chance of creating something from nothing here while completely stranded in the Marvel Universe. But if that's your interpretation, then more power to you.
