For characters that are members of a team you will not have access to any of their teammates equipment or arsenal, only the prep host's resources. The only resource available to you other than the prep host's arsenal will be the computer database present at the base. You get the character's historic primary base of operations and access to the prep host's equipment only.

During prep you will only be able to grab pre-existing equipment (no tech creation), and no powers other than telepathy (for information sharing/gathering) will be allowed during prep (no super speed movement for multitasking). No exceptions and no loopholes. The cap on weaponry is based on the tier of the battle:

Street = Standard S.H.I.E.L.D. Blaster.
Meta = Ironman's unibeam.
Herald = Orbital cannon from WW Hulk Arc.

For each tear the weaponry brought into combat from the prep base can not exceed the output/payload of the weapons stated.

Also, any prep area can only be used once every 3 weeks (i.e., if you used the Batcave for the Week 1 battle it won't be available again until Week 4).

6. Duplication/Self Replication: The ability to create copies of yourself (i.e. Multiple Man/Dupli-Kate/Animal Man's ability to replicate themselves) is allowed. Maximum number of duplicates is 2 (total).

7. CIS is off.

8. Mind Control and Telepathy: Mind control of your opponent, be it by any means (telepathy, hypnosis, possession) is banned. Offensive telepathic assault is allowed.

9. Each poster/team is allowed 10 combat posts plus 4 scan only posts (14 posts total each). Scan only posts are used to post evidence only, not arguments.

10. Battle Field Removal: Battle Field Removal (BFR; removing your opponent from the battlefield via teleportation, bannishing, or exertion of force [bfr punching]) is banned. Teams are confined to the surface area and airspace of the battlefield within the planets atmosphere. Abilities which require a character to momentarily travel extradimensionally (Nightcrawler's teleportation, Spot's teleportation, etc.), and powers which allow a character to become momentarily out of phase/intangible (Martian intangibility/mass shunt, etc) are allowed. Voluntarily leaving the battlefield, indefinitely or otherwise, is officially banned.

11. Power Copying: The ability to copy the powers of other characters (i.e. Mimic/Duplicate Boy/Synch) is allowed.

12. Immortality and Healing Factors: No cap, but a KO counts as a defeat.

13. Speed Cap: No cap.

14. Independent Constructs: Independently acting constructs are banned. Remote/mentally controlled constructs are allowed (max 2).

15. Precognition/Clairvoyance: Precog/clairvoyance are banned. Spider-sense like/combat awareness abilities are perfectly legal.

16. Probability Alteration/Luck Powers: Probability alterating powers (a la Longshot, Shamrock, Jinx, Domino, etc) are banned.

17. Size Alteration/Shrinking Powers: The ability to shrink to a subatomic state (i.e. The Atom) is allowed.

Most of this is ok, but that orbital canon.......wasn't that powerful. I am NOT one of the people who was impressed by WWH. Nor do I think that Kill-Sat was that strong. Can't we raise it abit? Because otherwise we have to ban motherboxes and various high-end technologies. And this is supposed to be herald level.

Next point: resurrections and healing. With the advent of the Black Lantern Corp and of course, various heralds, we have access to healing and more. What is the rule on this?

I set that as the limit for herald level weaponry on purpose. At that power level you shouldn't need to bring high level weaponry from your prep area anyway, but if you decide to you won't be bringing any planet busting super weapons.

Incapacitation equals defeat. No resurrecting.

But that eliminates characters who start with a higher level of technology than the satellite...........it means I can't bring motherboxes for example.

next point: technopathy. Can I use it to attack characters and take control of their tech?

following that: dimensional movement/BFR. I realize you banned it for the most part, but what about shifting half of someone's body to another dimension? Would that be legal?

When characters are drafted, can their prep base be declared? That way we can get the quibbling about what counts as a historical prep base out of the way, and everyone will be up front.

Also, regarding offensive matter manipulation.

Are we allowed to use it on opponent's armour or weapons? Make them go haywire or backfire?

Just the battlefield. You couldn't, for example, turn Ronan The Accuser's mask into acid, but you could do it to the air he's trying to breath.

dc seems to have an overflow. not sure how many marvel has. however, given the history of past tournaments and the no-shows that inevitably happen, i would suggest having a more . . . fluid roster this time. that is--i wouldn't put a limit on the number of people each team can have. the only limit would be that if you debate for one side, you must stay on that side. that way the teams can pick and choose anyone they want to rep certain characters. or if you'd rather, have a main 8 but that 8 can use subs at anytime should the need arise.

barring an open invitational format (because i know that might draw from the judging pool, but i think judging is another area we need to consider and look at), we should--both teams--have MULTIPLE subs, that way if someone on the team can't or doesn't want to debate, a sub can be used without any issues, that way there's no 1 vs 2, or 1 vs 3 or whatever format the debate takes. as well, if someone is all gung-ho and wants to debate 4 matches in a row, and the team agrees, they can do that, but with different partners.

this point really can't be streesed enough: no-shows and lengthy delays quite literally KILL tournaments. we need to take steps to ENSURE LENGTHY DELAYS AND NO-SHOWS ARE NOT AN ISSUE IN THIS EVENT. all this haggling over minutiae don't mean jack if the tournament dies a no-show death as has happened so many friggin times in the past. this should be the most pressing issue at the moment. all this talk and prep and work has come to mean nothing in the past when the tourney tanks. if you don't like my suggestions, come up with another way to make SURE no-shows and delays don't happen.

if they do happen, we need to have an agreed upon penalty. no discussion, no chance at a rematch. if you're team doesn't put forth an OP on time, they forefeit the OP immediately and their characters are clustered in the center of the battlefield, no shields, no defenses at all established. the team that DID have the OP should then have a chance to revise their own opening to address the known location. or something equally disadvantaegous to the team who did not put in an OP. if SOMEONE on the team without the OP goes on to not post within the first 48hrs (??) of the match, the match officially ends.

seriously--the biggest pain in the ass is to come up with a cool OP then have the other team no-show. this issue must be dealt with above all others.

the other main issue should be judges. delph above all knows the harm that a lack of judges can cause. we need to make sure a lack of judges ALSO doesn't kill this thing. not sure how to deal with this. i think we may have to allow competitors to judge this time. sounds risky, but i don't see any other way around it. if you know another competitor will be judging your match, that should police the issue of favoritism. not sure how else to handle this. waiting 3-4 weeks for a vote from a judge can, does and HAS killed tournaments in the past. again, this is an issue that should be dealt with immediately. nothing worse than 2 teams debating like crazy and having a great match only to have no one care how the match eds because the vote didn't come in until 4 weeks later.

ensuring no-shows don't happen, and dealing with the judging issues should be the 2 things on the table at the moment. details mean nothing if we don't first and foremost make sure the tournament doesn't die half-way through. again.

Can someone produce a list of KMCers who have signed up for, or expressed an interest in signing up for, this tourney? (and adding which team they wish to join wouldn't hurt either)

i may have missed someone or misrepresented someone. micro-issues can't be addressed (like the nit-picking of the rules that has already started) until the macro-issues have been dealt with. and from what i've seen, the macro-issues have barely been touched.

Pffft ... like BW can even function if he doesn't have Smurph there to hold his hand and make it all better.
