He is referring to two events. The first was the death of Qui-Gon Jinn during the Naboo invasion at the hands of a Sith warrior. The second was a bloody shootout that happened on Malastare a few weeks ago, when Jedi confronted a group of Dark Siders led by a man named Kuylen, who may or may not be the second Sith that the Council is looking for; dozens of Republic officers died, and the Dark Jedi escaped.
"But, we shall see what the Chancellor has in store for us today," the Senator says, finishing his breakfast. "Come, we must prepare. We will take an air shuttle over to the Senate chambers."
