Take Mjolnir away, then you should also take away Surfer's board, in which case, Thor beats the shit of of Surfer even worse than if they were both mobile.

On average Thor is more powerful (SS jobs too much and his blasts are often weak against his peers). But At best I would say SS is more powerful (planet destroying blasts, black holes, speed, etc).

As with all such threads, it often comes down to semantics in terms of what one means by "power".
Thor's biggest power output--the Godblast--probably outpowers anything Surfer Can do, But it takes a wind up, and it's a one-shot deal. Surfer has far more scope and versatility with his powers. However, such versatility tends to be far less important in comics than it should be.
I would say that in terms of raw, combat formidability, the comics record is mixed. Thor and Surfer are typically presented as peers, on a level with Gladiator, Hyperion, Beta Ray Bill, etc. However, portrayals naturally vary, and Surfer is more likely to be presented as being slightly above other members of his tier than Thor is. Surfer has been referred to as the most powerful in a group including Beta Ray Bill, Gladiator, and others. Surfer was presented as being too powerful for Beta Ray Bill to defeat in one comic run. I've never seen Thor so decisively presented as being beyond others in that peer group.
But the one-on-one battle of showings seems to favor Thor over Surfer, if I recall.

The God blast isn't a one shot type deal. Thor can use it plenty of times. And it is indeed the strongest blast out there, next to the Krona buster.

Thor is more powerful, and yet hasnt reached his full potential stated bu Odin. If we take that into consideration, the best of basic Thor without OF and etc has yet to come

^ Same can be said for Surfer who took down 2 "Galactus class" beings in Aegis and Tenebrous. Surfer also casually created a black hole and his molecular powers can fuse nuclei which is the process that stars perform

The only thing Thor has over surfer is warrior madness affecting the outcomes of his fights with Thanos and Surfer, otherwise both of them are pretty even

This will always be Surfer's fate against Thor.

Thor's style, experience and hammer favor him over Surfer in a fight. Surfer is very versatile and incredibly powerful but unfortunately (Or fortunately depending on your stance) Thor > Surfer in combat and Mjolnir > Power Cosmic (Any amount a Herald has ever possessed at least).
