If we pretend for a moment that a ninja, who were everyday regular guys hiding among citizens, then we could also presume that the fight would take place against a chuunin or a jounin.
It is far more likely that the pirate would be facing many different elaborate schemes due to the absurdly connected and secret network of assassins that ninjas are.
My scenarios are far more likely.
