Hell yeah. The guy was mashing up Daken with a broken leg and other wounds. He evaded Tiger Shark underwater (Matt Fraction actually but they are the same capability wise and both worked together at some point on the writing) and defeated him.
Punisher as non-enhanced has stalemated meta human martial artists while he has been at a disadvantage, now he's been upgraded twice and has superhuman stats. Punisher has never had any trouble stunning Wolverine with these upgrades and these stats hell yea he could four shot Wolverine, he's that good.
In all honesty I'm not suprised that happened at all.

For a second when I first read that I thought you were implying that Matt Fraction has Tiger Shark's stats and they worked together as some sort of team up???
Seriously though, I like Wolverine but he really doesn't have any business defeating Tiger Shark underwater.
As for the Punisher fight, Wolverine can be knocked out if you rattle his brain hard enough. But it did surprise me that Frank seemed to do it quite easily.
Personally I don't think the Punisher under any circumstances should have been able to even rock wolverine. However for the storyline I'd say he has to be able to fight beings like wolverine and other higher durability and strength characters. But for someone who can go a few rounds with Apocalypse or some other brick fighters like the Hulk to go down to someone with even FrankenCastle's strength in 4 shots sounds a bit fishy to me.

I personally don't care if he eventually KOs wolverine but doing so so quickly is like saying that he's stronger than the hulk.
Because hulk tried and failed to knock out wolverine in a few occasions in the past, got in more than four shots. Wasn't as successful as FrakenCastle.
