As someone pointed out I'm not sure we should include villains like Sinestro in the running.

Villains are for the most part dicks by definition.

During the Identity crisis the league had to do what was necessary with Dr. Light behind the back of Superman and Batman because they knew the they wouldn't "approve". How many lives could have been saved if he had just done what is necessary with Lex in the very beginning?

And Tony Stark and Reed Richards racked up more dick points in Civil War alone than Superman has in his entire Post Crisis career.
