About the "Deity" thing...
A lot of deity and gods in manga/anime/games/etc. are NOT like the totally ominpotent Christian God.
For example... In Dragon Ball the "gods" are not the strongest being in the universe. Think about the Elder Kaioshin: a "mortal" like Goku would destroy him without breaking a sweat.

Ryu didn't defeat Akuma in SFA2. Akuma was testing Ryu and wanted Ryu to let the evil intent overcome him. Ryu didn't let that happen and Akuma wasn't satisfied, pointing out that they will meet again when the evil intent awakens in Ryu. Then Akuma destroyed the island and disappeared.
Other than that, of course Kahn stands no chance against Akuma. His skills and powers are leagues inferior to Akuma's.
