Umm...that's not a lightspeed feat, despite its name.

Also you said that during his fight with Tien, that Goku pulled the same feat as Roshi and Krillin only faster but that's obviously not true. Goku's never pulled off a feat like that when fighting Tien. In fact, I don't recall a single time Goku pulled off anything like that.

And you say you only go by "average showings" but this isn't even an average showing.

It's been shown on panel on NUMEROUS of occasions that the more powerful you are, the more you'll be able to see things moving at high speeds. It has also been shown that the more powerful you are, the faster your attacks are. Proof shown below...

Frieza attack is so fast that none of the Z fighter can see it.

But Vegeta is powerful enough to see it due to his power level increase.

What does this mean? The more powerful you are the faster your blast are and the more powerful you, the faster you can see things.

Moral...Picollo shot a blast at a weaker state that made it to the moon instantly...Piccolo at a more powerful level shot his most powerful.fastest attack at Raditz and Raditz side stepped it.

Wrong. Vegeta's reaction was no different than the other fighters. In fact, Piccolo said that he saw a "little light" so no, Piccolo saw it too. They all saw the attack, that's why they were all startled after Frieza shot it. They just didn't react fast enough to follow it.

Also, the Piccolo moon-busting feat happened AFTER his fight with Raditz.

Please, let's not use this "more powerful, more faster" argument. USSJ Trunks was stronger than Cell but was significantly slower.

The second pic shows the blast right there next to Vegeta. He didn't react fast enough to track it, just like everyone else when it hit Dende.
