The pain might make him make bad choices. It shouldn't actually sap any of his magical power. It's also going to be hard to even classify what "soul pain" would even do to a person.
According to you this would mean we've never seen the guy at full strength. Since once he was resurrected at least 1 horcrux had been destroyed at that point, meaning he'd of come back weakened.

Exactly, he is just making excuses at this point and the sad thing is that they aren't even good excuses.

It's a piece of his soul being taken away from him, being destroyed why wouldn't he be weakened. Well we know it causes him great pain, and also it could be that since it was his last horcrux and thus he would be hurt more since he had separated his soul to many times and his soul was only kept alive due to the horcruxes.
He was in a weakened state previously as he had no real physical form or the one he wanted, the one we see in the movies. The noseless pale looking person was brought on by the horcrux and the stress and torment it put upon separating his soul. Order of the Phoenix is the closes t we will ever see him as the two horcruxes or just the one which ever was destroyed before he got the body. either way order of the Phoenix is the strongest we will see him since he has his own wand and still had the other 5 and wasn't in his true form before the first one was destroyed.

Well it is stated that dumbledore wasn't trying to kill Voldmelrt and was just trying to protect Harry however that's the books in the movies he uses a water spell to drown him. Actually all depends on how you look at it, dumbledore had Voldmelrt running and dumbledore was though of as the most powerful wizard before Harry even existed so with that dumbledore still remains the most powerful. Anyway I'm going off common sense because he is saying Harry is more powerful than voldemort and this was the circumstance of the last battle.

Was it soul crushing pain because this the pain we talking about. However if your in pain you will most likely 9/10 your not going to be able to fight at full strength. Voldemort is still powerful but in the last battle his last horcrux was destroyed thus leaving him basically with a torn soul. You can tell by his face that he was weaker than normal and terrified after the loss of his horcrux. However this could also be given to the end that the reason he was disarmed was also due to the fact that the wand turned against him since it refused to kill it's master Harry.
I have also been hurt and I was not able to fight at full strength. I know people who have been in pain and was not able to fight at full strength.

It was his last horcrux and as seen when he loses a horcrux he does exhibit pain. Sense was his last one it would definitly make him weaker than before as his soul has been split so many times and he has pushed it to its limits. After nagini he had nothing.
When his last Horcrux was destroyed (Harry), Voldermort seemed to be fine after he got off the forest floor. He even told Bellatrix in a snotty tone "I don't need your help" and then shoved her away like an angry child, while getting up.

Not 100% how it was in the books, but on screen, the discomfort from losing a Horcrux seemed to be in the moment and not lasting.
